Yes. lowering your hp/mana pool before replenishing somehow increases the amount you'll get
to add more detail into this, stat items, specifically int and str increases max mp and hp. With the increase, you retain the same health percentage. So by lowering your int and str, before healing makes that healing more efficient as you get you retain the same health percentage after gaining the stats back
